A Conference

Then Akela called again to the wolves: "Look well - look well, you Wolves!" Mowgli was still looking at the little stones in the light of the moon. He did not see that the all wolves came and looked at him. At last all the wolves went down the hill to eat the bull that Bagheera had killed. Only Akela, Bagheera, Baloo, and Mowgli's parents stayed behind. Shere Khan was still making a noise, because he was very angry that Mowgli had not been given to him. "Yes, you make a noise," said Bagheera, "but one day, this little baby will make you sound different. And I know men very well, so I don't think I have made a mistake."

"You did the right thing," said Akela to the others. "Men are very clever. He may help us one day."

"Yes, he will help us when we need him. Akela will not always lead the pack," said Bagheera. Akela said nothing. He was thinking of the future. Every leader of the pack must become old. Then his strength goes away. He gets weaker and weaker, until the other wolves kill him. Then the wolves choose a new leader.

"Take Mowgli away," Akela said to Father Wolf, "and teach him to be one of the Free People." And that is how Mowgli joined the Seeonee Wolf Pack - because Bagheera gave them a bull and Baloo spoke for him.
